Modular Facilities Procurement Checklist for Port and Project Sites
A requirement checklist for overseas teams sourcing temporary offices, warehouses, accommodation and operational support facilities.
“Modular building” can describe very different products. A temporary office for a controlled industrial site has different requirements from accommodation, a maintenance workshop or a warehouse exposed to wind, salt and heavy rainfall. A useful RFQ must define how the facility will be used and where it will operate.
1. Define the operational purpose
State whether the facility is an office, meeting room, control room, accommodation unit, sanitary unit, workshop, storage building or mixed-use space. Identify expected occupancy, working hours, internal activities and any equipment that will be installed. This information affects layout, ventilation, electrical load, finishes and safety provisions.
2. Provide site and environmental conditions
Give the project location and available information about temperature, humidity, wind, rainfall, salt exposure, dust and elevation. Confirm whether the unit will be used indoors, outdoors, under a shelter or near a marine environment. If the project has a governing structural, fire or electrical standard, include it in the requirement package.
3. Fix the layout and interface points
- Overall dimensions and transport restrictions
- Room layout, doors, windows and emergency exits
- Connection between modules and stacking arrangement
- Foundation or support interface
- Power, water, drainage, data and HVAC connection points
- Access for installation, lifting and future maintenance
4. Specify structure and envelope
Define required design loads, frame protection, wall and roof build-up, insulation performance, waterproofing and corrosion protection. Avoid relying on descriptions such as “standard sandwich panel” without thickness, core material, facing and performance requirements. For warehouses, confirm clear height, door size, floor loading and whether racks or lifting equipment will be used.
5. Coordinate MEP and internal equipment
List electrical voltage and frequency, distribution board requirements, socket types, lighting levels, HVAC duty, plumbing fixtures and data systems. Identify equipment supplied by the modular manufacturer and items installed by others. The interface list prevents omissions between the building scope and the site contractor’s work.
6. Review transport and installation assumptions
Clarify whether modules will ship as complete units, flat-pack components or a hybrid system. Complete modules reduce site assembly but may increase transport volume. Flat-pack systems can improve shipping efficiency but require a competent installation plan, tools and supervision. Confirm lifting points, unit weights, containerization and access at the destination.
7. Define inspection and handover documents

- Dimensional and visual inspection records
- Functional test evidence where applicable
- Packing and module identification
- Installation and maintenance information
Questions to answer before requesting a quotation
What is the facility used for? Where will it operate? How many people or how much cargo must it support? Which standards apply? What utilities are available? Who performs foundations and installation? What is the target delivery date? A quotation based on these answers is more useful than a price based only on floor area.
